City releases Fitch report, explores investments in EMS and negotiations with AMR contract

ROCHESTER, N.Y. (WROC) – The City has released the findings of a year’s long report looking at how to improve EMS services in Rochester.

This comes at a time when questions have been raised about the future of AMR, its staffing and response times.


The report commissioned in 2021 brought a list of recommendations and investments from Fitch Solutions, including seven alternative EMS models for the City’s consideration.

The report also uses historical data from 2017 to 2021 to evaluate the City’s EMS system, providing the City with an assessment of the current EMS system.

“We have already begun identifying ways to add to and maximize our current resources to improve emergency health services to city residents,” Mayor Malik Evans said.

City leadership has reviewed and intends to follow several recommendations from the report.

“Some of these investments will take years to come to fruition, and will require significant budgetary commitments, but we are committed to doing what it takes to ensure Rochester residents receive the highest quality emergency medical care possible,” Mayor Evans said.

Among the highlights, Fitch’s evaluation addressed ways to change the standard for AMR response times and having the fire department take on a bigger role of starting basic and/or advanced life support in some incidents, including patient transport.

The city remains in talks with AMR on a new contract. The current deal expires in November and contains renewal options that could maintain relationship through 2026.
