TOPEKA, Kan. (KCTV) – Former Overland Park, Kansas, Police Department officers who resigned at the center of an investigation into misused charity funds have been ordered to repay more than $27,500.
Johnson County, Kansas, District Court records have revealed that the four former officers have been ordered to repay the money that a 2021 audit found they mishandled for the Overland Park Police Officers Foundation. While they were never criminally charged, civil litigation lasted years.
Brandon Faber, of Shawnee, Rachel Scattergood, of Peculiar, Timothy Tinnin, of Raymore, and Bradley Heater, of St. Joseph, all resigned from OPPD in December 2023, following an investigation into the misused funds.
Ultimately, the investigation found that the group used more than $15,500 in charitable funds to pay for their own scholarships, personal officer assistance costs, out-of-state trips and veterinarian bills.
The group had been placed on paid administrative leave by the Overland Park Police Department in May 2022 before their Dec. 2023 resignation.
Court documents filed by the Kansas Attorney General’s Office on Feb. 6, 2025, revealed that Heater had been ordered to repay a total of $6,500 – $4,000 in stolen funds, $2,000 in investigative fees and $500 in civil penalties.
Law enforcement officials noted that Heater had access to Foundation funds between May 4, 2020, and Dec. 14, 2021. He took a total of $4,000 on 2 separate occasions. His case has not yet been closed.
Meanwhile, on March 4, 2025, court documents indicated that Faber had been ordered to pay a total of $9,000 – $4,000 in stolen funds, $2,000 in investigative fees and $3,000 in civil penalties.
Investigators indicated that between May 6, 2016, and Jan. 18, 2022, Faber had access to the Officers Foundation funds and used the $4,000 for personal gain on 4 separate occasions. His case was settled and closed on March 26, 2025.
Meanwhile, the AG’s Office said that on March 7, 2025, it ordered Scattergood to repay a total of $10,040.81 – $6,540.81 in stolen funds, $2,000 in investigative fees and $1,500 in civil penalties.
Law enforcement officials noted that between Sept. 28, 2018, and Dec. 14, 2021, Scattergood had access to the Foundation’s funds and used more than $6,500 for her own personal gain on 3 separate occasions. Her case has not yet been closed.
Court documents indicated that on April 18, 2025, Tinning was ordered to repay a total of $2,000 – $1,000 in stolen funds, $500 in investigative fees and $500 in civil penalties. His case was dismissed the same day.
The investigation found that Tinning had access to Foundation funds between May 6, 2016, and Sept. 27, 2018. He used $1,000 in donations for personal purposes on a single occasion.
Despite his ongoing litigation and resignation from the Overland Park Police Department, the Kansas Commission on Peace Officers revealed that Tinnin had been hired by the Douglas County, Kansas, Sheriff’s Office in January 2024.
As part of the order, Faber, Scattergood, Tinnin and Heater have also been enjoined from taking donations on behalf of any charity, serving on the board of any charity, or forming a charity.
According to the Foundation’s charter, directors and board members are barred from earning any money for their charitable services.
