City appropriates Community Crossings Matching Grant funds for street improvements


City officials have given initial approval to appropriate Community Crossings Matching Grant (CCMG) program funds to be used for improvements to 21 Columbus streets.

The Columbus City Council approved the first reading of an ordinance 8-0 to appropriate $1.75 million from the city’s community crossings fund for the upgrades.

Ordinances must be passed on two readings to be approved. Councilman Chris Bartels, R-District 1, was absent.

The CCMG program, which is intended to advance community infrastructure projects, strengthen local transportation networks and improve Indiana’s roads and bridges, raised the amount communities are eligible to apply for this calendar year from $1 million to $1.5 million.

To qualify for funding, municipalities are required to provide a 100 percent match to the amount of funds applied for. The Indiana Department of Transportation (INDOT) administers the program and offers two calls for projects each year in January in July.

City Engineer Andrew Beckort said the city applied for the full $1.5 million in January and learned in May they had been awarded about $1.49 million.

“The bid for this round we were just awarded, came in under that $1.49 million, so we actually can apply and capture the rest of those funds that we weren’t able to use with the first award. So we will be applying in July for a little less than $300,000,” Beckort told The Republic.

The additional $250,571 in the appropriation was left over from the second round of the 2023 Community Crossing program.

The matching funds used come out of the city’s overlay budgets, according to Beckort.

The $250,571, combined with matching city funds for a total project amount of $501,142, will go towards improvements on the following streets:

  • Flintwood Circle from Terminus to Flintwood Drive (6” Overlay)
  • Eastridge Drive from Terminus to Flintwood Drive (5” Overlay)
  • Tipton Lakes Blvd. from 200’ W of Acorn to Goeller Blvd (1.5” Overlay)
  • Marr Road from Brent Cross to 25th Street (1.5” Overlay)

The nearly $1.5 million, combined with matching city funds for a total project amont of about $3 million will go towards improvements on the following streets:

  • Lafayette Ave. from Louisville & Indiana Railroad Crossing (300’ S of 1st Street) to 2nd St. (1.5” Overlay)
  • Westwood Blvd. from Pine Ridge Dr. to State Road 46 (6” Overlay)
  • Pine Ridge Dr. from County Road 350 W to Westwood Blvd. (6” Overlay)
  • Repp Dr. from Kiel Way to State Rd. 46 (Full-Depth-Reclamation)
  • Marr Rd. from State Rd. 46 to Gladstone Ave. (2” Overlay)
  • Gladstone Ave. from 17th St. to 10th St. (4” Overlay)
  • Par 3 Dr. from Rocky Ford Rd. to Fairlawn Dr. (Full-Depth Reclamation)
  • Fox Pointe Dr. from Post Horn Ct. to 29th St. (1.5” Overlay)
  • Silver Fox Dr. from Fox Pointe Dr. to Fox Pointe Dr. (1.5” Overlay)
  • Fox Pointe Ct. from Terminus (160’ West of Fox Pointe Dr.) to Fox Pointe Dr. (1.5” Overlay)
