Finance Director – City of Rancho Cucamonga


THE TEAM

The overall mission of the Finance Department is to help ensure the City remains fiscally stable, provide sound business advice to the City Council, and maintain all required financial reporting and related legal obligations for the City of Rancho Cucamonga. The Finance Team accomplishes this through the City’s investment policy, implementation of leading practices and best practices in financial management, maintaining strong internal controls, and providing clear and complete financial information to decision-makers and stakeholders. Five divisions in the Finance Department work together to accomplish the purposes noted above:  Accounting and Financial Reporting; Budget Management; Procurement; Revenue Management; and Special Districts.

While it is true that the Finance Department is charged with a weighty responsibility, our team has a great time together working in support of our mission. WHAT YOU WILL BE DOING HERE AT TEAM RC

Our next Finance Director will be a leader of leaders who works collaboratively to support the City’s mission, vision, and values, playing a key role in keeping Rancho Cucamonga a world-class city. A self-motivated leader who enjoys working as part of teams (large and small, across departments and workgroups) using innovative, strategic, and progressive approaches to solving complex financial issues will excel in this role. The selected individual will lead the Finance Team to provide excellent customer service, focusing on fiscal responsibility, transparency, integrity, and teamwork.

Financial Leadership: As a key member of our executive team, you’ll guide the City’s financial strategies and operations. Your expertise will be critical in steering the City toward continued greater prosperity.

Team Coach and Mentor: Lead and develop a customer focused team within the Finance Department, ensuring collaboration, professional growth, and effective performance.

Chief Financial Advisor: As the City’s chief financial advisor, you’ll provide expert guidance on financial matters and ensure sound decision-making.

Strategic Insights: Offering critical insights and recommendations, you’ll support the City Executive Team in making informed choices and recommendations.

Elected Official Engagement: Present financial and administrative reports to the City Manager, City Treasurer, and City Council, fostering transparency and accountability.

Comprehensive Management: From day-to-day accounting to payroll, cashiering, cash investments, purchasing, budgeting, auditing, and debt administration—you will be responsible for it all with a team of talented supervisors and managers.

Financial System Controls: You will take full responsibility for Finance Department services, internal controls, capital financing, and financial systems, utilizing in part, Workday, the City’s new ERP, which went live July 1. Your innovative approach will continue to drive efficiency and improve insights into more effective operations.

Budget Oversight: You will help prepare and oversee a combined operating and capital budget of nearly $334 million (as adopted for Fiscal Year 2024/25). Your attention to detail for fiscal management will be essential to our continued success.

Reporting Excellence: Oversee the preparation of management reports, long-range revenue and expenditure analyses, quarterly financial reports, and the annual comprehensive financial report.

Investment Portfolio Management: Oversee the City’s investment portfolio with the support of consultants and advisors, ensuring prudent cash management and financial planning. Regularly meet and consult with the City Treasurer.

Budget Projections: With the Budget Team, compile income projections and expenditure estimates and contribute to the continuous development of the City’s five-year financial plan.

Compliance: Ensure the Accounting Team maintains timely and accurate financial reporting, meeting legal requirements and Council requests.

Asset Management: Oversee the preparation and maintenance of an up-to-date inventory of City property.

QUALIFICATIONS

A Bachelor’s degree in Finance, Accounting or directly related field is required. Registration as a Certified Public Accountant in the State of California is highly desirable. A Master’s degree in Public Administration, Public Finance, or a related field is desirable.
Eight years of increasingly responsible professional and supervisory accounting or auditing experience, including four years of supervisory experience; or an equivalent combination of training and experience.

SALARY AND BENEFITS

The annual salary range for the Finance Director is $143,532 – $211,800, with placement made depending upon experience. The city offers an excellent benefit package including a CalPERS retirement with the formula dependent upon hire date with the City of Rancho Cucamonga and/or status with a reciprocal Public Retirement System. Classic members in CalPERS receive 2% at 55 and new or PEPRA members receive 2% at 62. The City also pays 6% towards deferred compensation and matches up to another 4%.
