Siouxland financial officer recognized with LEAD award for his work and dedication


NORFOLK, Neb. (KTIV) – A northeast Nebraska finance officer was recognized for his contributions on the local level.

On Thursday, June 26, the city of Norfolk announced Randy Gates, its Finance Officer, has been awarded the 2025 LEAD Award by the League of Nebraska Municipalities.

The recognition celebrates Gate’s decades of Leadership, Excellence, Action, and Dedication to serving Norfolk.

“Randy is incredibly deserving of this recognition for outstanding contribution to managing municipal finances,” said Scott Cordes, Norfolk’s City Administrator. “Being honored by the League of Nebraska Municipalities in front of his peers was both fitting and extremely meaningful.”

He received the award during a recognition ceremony at the 2025 League of Nebraska Municipalities Municipal Accounting and Finance Conference. – an event where municipal officials, statewide, gather to celebrate outstanding contributions to local government, according to the City of Norfolk.

Gates was appointed as Norfolk’s first Finance Officer in September 1982 and is a certified Public Accountant.

Since becoming Norfolk’s Finance Officer, Gates has participated in the following groups.

  • Board of Directors for League Association of Risk Management
  • Municipal Accounting and Finance Conference Committee.
  • Treasurer for the Northeast Nebraska Solid Waste Coalition
  • Government Finance Officers Association

The city says that in addition to his responsibilities in Norfolk, Gates has also become a respectable voice, statewide on municipal finance issues, and has helped city officials and other financial officers navigate these issues.

Gates says receiving the LEAD Award is a real honor.

“I’ve spent my career to make a difference at the local level, and it means a lot to be recognized by the League,” said Gates, “I’m proud of what the city has accomplished, and I’m lucky to work with great people who care about making our community better every day.”

Under Gate’s leadership, the city has received the GFOA Distinguished Budget Presentation Award for 32 consecutive years. Norfolk has also received the GFOA Certificate of Achievement for Excellence in Financial Reporting for 36 consecutive years.
