Leadership shuffle at Iowa state boards overseeing government transparency, campaign finance laws

DES MOINES — One resignation has created a domino effect that will result in new leadership at a pair of Iowa government agencies that oversee state laws on government transparency and campaign finance.

Zach Goodrich last month announced his resignation as executive director and legal counsel of the Iowa Ethics and Campaign Disclosure Board.

That board a week later voted to replace Goodrich with Erika Eckley, who is executive director of the Iowa Public Information Board.

Eckley recently submitted her resignation to the Public Information Board and, during its regular meeting last week, said she will remain with the board through its July meeting.

Goodrich has been executive director of the Ethics and Campaign Disclosure Board since 2021. Created in 1993, the board oversees state laws that govern state and local political campaigns, executive branch lobbyists, and ethical conduct by executive branch officials and employees.

Eckley has been executive director of the Public Information Board since 2023. Created in 2012, the board oversees the state’s open records and open meetings laws.

Eckley said Tuesday that she is proud of the Public Information Board’s work, and is excited to join the Ethics and Campaign Disclosure Board.

“I am proud of the progress the Iowa Public Information Board has made and the work the Board has done over the past several years to promote training and upholding the requirements under Iowa’s sunshine laws,” Eckley said in an emailed statement to The Gazette.

She added, about the Ethics and Campaign Disclosure Board, “Zach Goodrich and the Board have done an excellent job in promoting the public’s trust and confidence in government by enforcing ethical standards for government officials and the integrity of political campaigns. With the guidance of Chair James Albert and the rest of the Board, I look forward to continuing to uphold this tradition to ensure transparency and trust in Iowa’s government.”

Eckley’s annual salary with the Ethics and Campaign Disclosure Board will be $104,000, per the board’s approval at its April 30 meeting. Goodrich’s current salary, after an increase approved by the board last October, was $104,187.20.

Eckley’s annual salary as executive director of the Public Information Board was $103,313.60 in the 2024 state budget year, according to state salary records.
